New Business - HOPE Family Resource Center
Hope Family Resource Center is a non-profit organization located in Northeast Iowa that supports and empowers women and their families during pregnancy and all that comes after.
Hope Family Resource Center began as a dream of seeing the number of abortions in the Charles City area decrease by coming alongside clients and families with the services and tools they need to thrive. In 2013, a group of people in the community began working on that dream and by March 2017 the first pregnancy center officially opened.
Today, Hope Family Resource Center also has a satellite location in West Union. Services available at the center are always FREE and confidential. Services available are pregnancy testing , pregnancy options education, prenatal, parenting and life skills classes, co-parenting classes, Bible studies, and post-abortion support. Clients can utilize the “earn while you learn” program and earn points by participating in positive activities provided by the center and other community programs. The points earned can be used at our Baby Boutique to “purchase” diapers, baby clothes, blankets and toys. (Formula is free.)
In 2024, Hope Family Resource Center assisted in 756 client visits, distributed over 16,000 diapers, and performed 51 ultrasounds. HFRC works to encourage, support, and provide tools and services to our clients to be the best parents they can be. Clients experience hope, healing, and growth when they come to us for support.

Block Party Recap: A Great Time Despite the Weather!
The Promotion Committee extends a big thank you to everyone who joined us for the West Union Block Party on May 3rd! While the weather wasn't quite what we'd hoped for – with cool temperatures, cloud cover, and damp conditions from rain the night before – we were thrilled to see a hearty turnout. Those who came enjoyed a fantastic community celebration, and we've heard rave reviews about the pie-eating contest, which was a massive success!
Given the unpredictable early May weather, the committee is planning to shift the Block Party to the end of May next year, hoping for sunnier skies. We appreciate everyone’s understanding and enthusiasm!

If you're passionate about West Union, enjoy planning events, and want to make a real difference in our community's vibrancy, we would love to have you! Your ideas, energy, and skills can help us make future events even more successful.
Design Committee
The Design Committee has been actively working on several initiatives aimed at enhancing West Union's visual appeal, preserving its heritage, and promoting community engagement.
Progress on "Gateway to Recreation" Trail Signage
The committee is excited to report that the West Union City Council has approved moving forward with the "Gateway to Recreation" trailhead kiosk project! An application for funding has been submitted to Black Hills Energy, and we are eagerly awaiting a response. The next step involves a meeting with Northeast Iowa RC&D, tentatively scheduled for June 25th, to further discuss project details. This kiosk, planned for the city lot at 103 Walnut St., will feature a trail map, community information, and points of interest.
Spring Scavenger Hunt Success & Future Plans
Thank you to everyone who participated in the Spring Scavenger Hunt! We had 13 full completions, with Zach Salisbury and Kassie Stansberry emerging as successful hunters, and around 40 partial entries. We hope you enjoyed exploring West Union, and the answers to the spring hunt are at the link below!
Exploring Quarterly Themes
Discussions are underway about potentially introducing quarterly themes for events or promotions. These themes could focus on highlighting local businesses, celebrating outdoor activities, or showcasing unique aspects of West Union, possibly drawing inspiration from seasonal scavenger hunt photos and local landmarks.
Developing Downtown Design Guidelines
A key focus for the committee is the development of official Downtown Design Guidelines for West Union. We'd like to clarify that a previous newsletter incorrectly stated that such guidelines were already in place; this was based on a miscommunication, and in fact, no local design ordinance was ever formally enacted. Recognizing this, the committee is now working to establish a framework that supports historic preservation and encourages appropriate rehabilitation practices for our downtown properties.
This initiative aims to provide clear direction for property owners and developers, ensuring that future projects contribute positively to our community's unique character. The committee is reviewing state-level design guides, which are created to assist communities lacking their own guidelines, as a resource. There are plans to create an accessible summary page for the public to easily understand the proposed guidelines. The committee intends to present this information to the City Council in the coming months to ensure transparency and gather input, with the ultimate goal of establishing a new ordinance that reflects these important design criteria.
Economic Vitality Committee
2025 Challenge Grant Pre-Application
A reminder to local property and business owners: the deadline for the 2025 Main Street Iowa Challenge Grant Pre-Application is Monday, June 30th, 2025, at 12:00 PM. This grant offers up to $100,000 (with a 1:1 cash match) for significant "bricks and mortar" rehabilitation projects or compatible new construction within our designated Main Street district.
We're encouraged by the interest and progress from potential applicants. Currently, we are aware of promising projects in development, including proposals for mixed-use buildings incorporating residential and retail spaces, as well as new entertainment and dining venues. If you have an eligible project, please ensure your pre-application is submitted to the West Union Main Street Chamber by the deadline. Following this, the Chamber Board, with input from the Economic Vitality Committee, will select one project to nominate for the state-level grant.
Local Challenge Grant Application Now Live!
The pre-application process to select the ONE project West Union Main Street Chamber will nominate for the 2025 Main Street Iowa Challenge Grant is now open.
This state grant offers up to $100,000 (with a required 1:1 cash match) for significant "bricks and mortar" rehabilitation projects or compatible new construction within our designated Main Street district.
The goal of this local process is to identify the project with the highest likelihood of receiving funding at the state level.
Interested property/business owners with eligible projects must submit the local pre-application by 12:00 PM on Monday, June 30th, 2025.
The West Union Main Street Chamber Board, with input from the Economic Vitality Committee, will select the project to move forward to the state application round.
Developing Resources for Aspiring Entrepreneurs
Committee member Jamie Hackley is spearheading the creation of a pamphlet to guide aspiring business owners through the process of starting a business in West Union. Recognizing the vast amount of information available, the committee is focused on simplifying these resources to avoid overwhelming new entrepreneurs. We are exploring materials from the UNI Business Center and leveraging comprehensive existing platforms like Iowa Source Link and the Iowa Center for Economic Success, rather than reinventing the wheel. The goal is to provide a clear, concise guide that covers legalities, funding options (including the understanding that personal investment is often necessary alongside grants), and directs individuals to the right local and state resources, such as the Iowa Economic Development Authority. We are also working to ensure our Chamber website has updated and relevant links for business support.

Main Street Data Initiative - BOOMS Tracker
The Organization Committee is pleased to announce significant progress on the Main Street Data Initiative – the Building Opportunities on Main Street BOOMS Tracker. We have successfully completed the initial setup, migrated existing data, and filled in many of the informational blanks for properties within our Main Street district.
For those unfamiliar, the BOOMS Tracker is an innovative property inventory tool provided by Main Street America. It allows local Main Street leaders to comprehensively gather, store, and analyze data about buildings, lots, housing units, and businesses. This information, accessible via smartphone or other connected devices, includes details such as current building use, vacancy status, building conditions, and even historical images.
By having this detailed inventory, the BOOMS Tracker will empower us to:
Identify Development Opportunities: Pinpoint vacant or underutilized buildings and lots that are prime for new businesses, housing, or other revitalization projects.
Support Strategic Decision-Making: Provide concrete data to help guide decisions on land use and housing, supporting our community's growth.
Attract Investment: Showcase potential opportunities to investors and developers.
Streamline Access to Funding: Quickly access necessary property information when new grant programs or incentives with limited timeframes become available.
This tool is a foundational step towards more effectively activating spaces within our downtown and driving continued positive change. The committee will continue to refine and utilize this data to support West Union's vibrancy and economic health.

Featured Volunteer: Chris DeBack

Chris DeBack with his wife Megan, and two children Dominic & Damien
Chris DeBack is a transplant to the area, who is originally from Webster, N.Y. Chris attended St. Bonaventure University where he earned a journalism degree. It was this career path that originally led him to Iowa, when he moved to Vinton in January 2013 to be a sports writer. After working in Vinton for two years and Waverly for 6 months, Chris ended up at The Union Echo Leader Newspaper in West Union. It was during this time covering the great people of West Union and Fayette County that helped him fall in love with the area and lay down his roots.
After four years with the Union Echo Leader, Chris decided to pursue a new career path, this time in education. He received a bachelor’s degree in interdisciplinary studies at Western Governors University. Chris worked one year as a third-grade teacher at St. Mary’s Immaculate Conception in Guttenberg and now teaches sixth-grade ELA/Social Studies in Oelwein. Additionally, Chris currently serves as a West Union City Councilman. In 2023, Chris & Megan adopted Dominic. In 2024, they adopted his brother Damien. He continues to reside in West Union with his wife, Megan, and two children, Dominic & Damien.
Chris joined the West Union Main Street Chamber’s Promotions Committee in 2017 as a small way to give back to the community. He has enjoyed helping plan all the great events that the Chamber has put on over the last five years. He joined the Main Street Chamber Board in late 2018 and became Treasurer in 2019. In 2024 he became the Vice-President, and later the President, a role in which he continues to serve today.
“I joined the West Union Main Street Chamber as a way to give back to the community that had welcomed me with open arms,” Chris said. “I’m just looking to do my small part to help continue to make West Union the gem of northeast Iowa that it is.”
“West Union is such a special place and I am happy that my journey has brought me here,” he closed. “I hope my small role within the Chamber can help businesses succeed in today’s highly competitive economic environment.”
